In the early days of NationStates the concept of a ‘regional founder’ did not exist. When founders were introduced regions could apply to have founders appointed, but some chose to remain founderless, had no choice (due to being a game-created region), or were unable to agree on a founder. Many of these regions have since died off, but the following founderless regions still exist (game-created regions are highlighted):
